Under the terms and conditions of the contracts, Minnesota Management and Budget is required to send layoffs notices to employees on specific dates. To fulfill this contractual requirement, on June 10, 2011 approximately 35,000 state employees who are represented by AFSCME Council 5, the Minnesota Association of Professional Employees, the Middle Management Association, the Minnesota Government Engineers Council, the Minnesota Nurses Associations, and the State Residential Schools Education Association will be notified that they could be laid off July 1, 2011, unless they are directed to report to work to perform critical services during a government shutdown.
